  1. INTRODUCTION

Center for Rescue, Conservation and Creature development is an income generating governmental unit under Management Board of Phong Nha – Ke Bang National Park, which is of legal status with separate stamp and bank account, its headquarter is situated at Son Trach commune, Bo Trach district, Quang Binh province. Center for Rescue, Conservation and Creature development is managed and  directly by the management board of the park on the organizational structure, staffing and operation.

3. FUNCTIONS, TASKS AND RIGHTS:

3.1. Functions:

Center for Rescue, Conservation and Creature development has the fuction to help the Director of PNKB MB on rescue, conservation, biological development and environmental education, raising awareness of local communities, tourists and other subjects when they visit, study and research in Phong Nha – Ke Bang National Park.

3.2. Tasks and rights:

- Rescue and re-release creatures:

+ Receive and rescue indigenous species or those are suitable for the natural habitat in Phong Nha – Ke Bang National Park; species are permitted for scientific research under projects or programs approved by competent authorities; species are confiscated of law violations or hand over of organizations and individuals.

+ Take care of wild animals in the rescue center or semi-wild environments for re-releasing them to the natural environment and serving scientific researché.

+ Release animals to Phong Nha – Ke Bang National Park’s natural habitat once rescued.

+ Transfer individual creatures to other nationwide rescue center for those animals that Center doesn’t have rescue conditions or unsuitable for Phong Nha – Ke Bang National Park’s natural habitats.

- Conservation creatures

+ Collect and preserve specimens, biological gene sources in accordance with the law.

+ Store, conserve the gene sources of endangered, rare species.

+ Research and collect biological and physiological data of conserved species.

+ Develop and manage models exhibiting specimens, museum of animals, plants, archeology, geology, material culture.

- Sustainable development of species and supply seed sources.

+ Research and maintain the original breeds, propagate and breed to supply seed sources for sustainable development farming as prescribed by law.

+ Provide veterinary services, silviculture services such as forest plantation design, protect and take care of forest… for organizations and individuals as prescribed by law.

- Propaganda and environmental education:

+ Propagate, disseminate and educate the law on forest protection and development, environmental protection, biodiversity conservation and tourism, and other relevant law provisions to organizations and individuals, local communities, tourists and others when they visit, study and research in Phong Nha - Ke Bang National Park.

+ Provide information and technical guidelines to organizations and individuals who have been raising wild animals legally.

+ Take measures of technical consultant to the economical development models for buffer zone communities.

+ Provide services on environmental interpretation, services for visiting, study, internship, scientific research on biodiversity at the research, conservation, rescue facilities and semi-wild of the unit.

- Perform scientific research activities and scientific research services under programs, subjects and projects on scientific research; Implement scientific and technical experiments on rescue,  biological development and biodiversity conservation which are approved by competent state agencies.

- Implement ecotourism activities and environmental interpretation in accordance with the law and the competent authorities.

- Mobilize, receive and use aid of organizations and individuals for rescue, research, conservation and creatures development as prescribed by law.

- International cooperation in rescue, creatures conservation and development.

- Manage organizational personel, funding, equipment, technical facilities; implement the wage regime, remuneration policy, commendation, discipline and other regimes and policies for officers and laborers of the unit as decentralized by the Director of National Park Management Board as prescribed by law.

- Implement the other tasks assigned by the Director of Phong Nha – Ke Bang National Park Management Board.
